Job purpose:

The Technical Delivery Manager leads our team of Delivery Managers implementing our full fibre network to both business and residential premises across London.  In partnership with the Project Managers, you will be chiefly responsible for timely, cost effective and quality project completions to meet our monthly targets whilst developing the capability and scale of your team to support our growth. Community Fibre uses a supply chain of Build Partners to implement its network, and the Technical Delivery Manager will take a lead role in the management of these Partner relationships, as well as engaging with local authorities, residents and business owners as required.


The Technical Delivery Manager reports to the Head of B2B, MM and NB.  It will support the B2B & MM Programme Managers, ensuring installations adhere to strict quality standards.  This role will work closely with the H&S Team to ensure H&S and quality audit volumes are at the right level and outcomes are being communicated and acted upon in a timely manner.

What you’ll be doing:

  • Become the SME for B2B, MM and NB for PIA and 2nd fix installation activities and approach
  • Support the on boarding requirements of new build partners creating a standard way of working process
  • Ensure build partners successfully complete all supporting project deliverables. These include, but are not limited to: CPP, RAMS, CPPPs, as-builts, wayleave documents.
  • Ensure that Delivery Managers effectively and fairly manage Build Partners in accordance with our Master Services Agreement
  • Act as an escalation point for the project managers, peer CFL business units, CFL clients and as necessary escalate these to senior management within CFL.
  • Identify, undertake and lead process improvement initiatives to improve E2E delivery, as well as contribute to peer business units’ improvement initiatives whilst identifying and trialling new technologies.
  • Ensure Delivery Managers have the correct tools, training and accreditation to carry out their role safely and efficiently.
  • Coordinate the procurement of project supplies and materials, ensuring these items are tracked from supplier to installation.
  • Create a gold standard installation standard to support DM and Build Partners continuous improvement
  • Any reasonable request, within your range of competence as required by your Manager


The experience we’re looking for you to bring:

  • Thorough working knowledge of a fibre network build through significant job experience and training on site
  • Demonstrable knowledge and experience of Openreach’s PIA, including process, and engineering standards for overhead and UG installations.
  • Experience of leading teams and effectively managing performance
  • Supplier management experience
  • Relevant experience within the Telecommunications arena, with proven track record of successful delivery of large-scale Telecom Projects
